It's clear that if nothing happens to Neuville, he'll get the title. No way he doesn't get at least 6 points, even cruising around.
But if something does happen that causes a DNF without super rally, then Tanak should be able to take it. He needs 25 points and with no Neuville and no Kalle, he has only Evans and best buddy Ogier to think about. I hardly see Fourmaux or Katsuta staying ahead of Tanak.
After so many years, I can hardly envision Neuville being champion, even though he deserves it. So my prediction is Neuville DNF due to technical trouble, Tanak gets the title and some fans will say that a driveshaft failure or a fuel pump failure was the driver's fault
