Virves is doing really well considering the lack of seat time. Other top drivers in Rally2 have been driving a lot more.

Jouhki said it was Tanak(Martin) who didn't want to sign for a long time and in the end it was Tanak who "left" so in this case it sounds believable.
Even if it went as you describe Citroen seemed to have clear plans with Ogier for next year, developing whole new aero package for a lot of money and then suddenly withdrawing when Ogier left. This seems to confirm that Citroen thought Ogier was staying (in his signed contract) until Tanak confirmed leaving.
Basically you are the first one that I ever heard from that Ogier was supposed to have signed for Toyota before Tanak left.

All that is perfectly normal negotiation tactics - everyone talks to everyone and all parties try to maximize their own deal, leading to someone being left unsatisfied. Who tells the truth or who even knows all the truth is pretty much unknown. Let it rest, fact remains that Tanak didn't resign for Toyota and rest is history.
