not been upto date on the regulations of formula e nowadays, but from what i've seen of the races, they did seem interesting compared to F1.

The popularity of Formula E is increasing but it is not increasing very fast. I think this series is likely to stay in the motorsport world for a long time with more well known drivers joining the series.

By licence plate it's their test car and green hybrid lights are on.. so it should be proper rally1 (I believe they take it as a PET also). Without battery or ballast the car would be undriveable..
