The closest to that he said was Carlos Sainz. Tanak is probably the way he is this season after having worked so closely with Seb last season, and seeing how Ogier operates. It's clear he's learned a lot and I'm sure he's admitted that himself on many occasions iirc.
Also as MKnight says, Latvala was well in the championship fight last year, and if you added at least a 3rd place in Poland and a win in Finland to his pts total, he'd have been in a superb position going into Germany.
