Just 40 drivers are entered for Dover :( Lowest we've seen so far this year.
Usually in this case you get some one off teams coming for a garenteed start.

James Hylton entered in the Davis Motorsport #01 car as well as Morgan Shepherd in his own #89. Quite a few old hands then.

I'm not a nascar fan (not trolling though either), but is there a limit of how many (high or low) of a car count they will accept at races? If so, is it the same for each track?

There probably is some upper limit, but for practical reasons they don't hit it. The big $ races get more entries, they had over 61 cars trying to get into the Daytona 500 this year, of which 18 cars were fighting for only 7 open spots in the race. So there's a point of diminishing returns for more cars to show up.
Lower limit hasn't happen in years for the Cup series, where the least amount paid is over $60k, if there's openings cars will show up. In Busch series the minimum payout is only about $15k, so occasional they might be a few cars short of full grid. The Cal race this year was either just full or a couple short (can't remember) but that was more due to the insane Daytona, Cal, Mexico, Las Vegas consecutive run.
I don't know why they are short this week at Dover. Charlotte to Dover to Nashville next week shouldn't be the cause, and they didn't tear up that much machinery last week either.

There is no "high" or "low" limit to number of entries in any of the top 3 nascar series.
There is no "low" limit to number of starters, however there is a "high" limit :
Cup & Busch Series limit their field size to no more than 43 starters.
Truck Series limit their field size to no more than 36 starters.
The Cup Series guarantees that the top 35 in OWNER's Points will start the race.
The rest of the field is set by the fastest remaining qualifiers not in the top 35 in OWNER's Points.

The Busch & Truck Series guarantees that the top 30 in OWNER's Points will start the race.
The rest of the field is set by the fastest remaining qualifiers not in the top 30 in OWNER's Points.

All 3 series have a Previous Champion's Provisional but if it is not needed, the last spot goes to the next fastest qualifier.

scrambling for 43 in the Busch series at Dover is not a surprise. in recent years this has been the norm. they'll be several of start and parks.

Yeah Dover has never really been popular with Buschwackers for some reason.
