looked on the film on Hyundai AP4 that it was constructed solid to keep running cost down.

I don’t know if the R4-kit regulations is a FIA version of the AP4 regulations or what but seems to be for national championships and regional championships outside Europe.
WMSC approved the R4-kit regulations at their March meeting.

Following the approval of a new four-wheel drive car homologation at the September 2015 World Motor Sport Council, the technical regulations for the fixed specification R4-Kit were approved.
The kit, which includes the engine and all its associated components, transmission, axles, the braking and fuel systems, and chassis parts as well as the build and service manuals, is a single FIA-approved set of components that can be fitted to several types of production vehicle to convert it to a four-wheel drive 1.6-litre turbo rally car.
The concept paves the way for potentially more cars and brands to compete in FIA Regional (outside Europe) and National rally championship events at a low cost.”

I haven’t seen the R5 homologation regulations but I get the impression that the base used for the draft was the R5 regulations.

The current AP4+ cars have 1800cc engines (Sonata 1.8, Duratec 1.8 and Audi 1.8 with Garrett 28/60) and body aero kits that are not compliant with the AP4 rules. They are only a start for the AP4 rules.

It was not a valid comparison in Whangarei where the R5 cars had deeper gravel road conditions at the front of the start list and the AP4+ cars usually had more dust to contend with on the Saturday.
The R5 Skodas have had a longer development and had better reliability.
I would expect the R5 to be faster than AP4 cars when both have been developed (depending how well the AP4 1600cc turbo engines are developed) but a good AP4 driver might be able to overcome the difference. AP4 might be 2/3 rds of the cost of R5 depending on how it is driven.

I believe Paddon managed to break a few stage records this year previously set by Pontus Tiedemand last year in the R5 (EDIT - he was in a S2000 car sorry) but of course, conditions vary greatly and it's hard to get a year to year comparison. Also the R5 car was on MRF'S. According to Paddon the cars are very low in torque as compared to a WRC which would likely mean it's probably quite a lot down on torque compared to an R5. Also has a lot lower braking capabilities and less developed suspension components.
