Rallying with out driver licence

Good morning everybody.
This is my first post and I'd like so say hi! :)

What I would like to know is if there are countries in Europe where you can race a Rally with out driver licence, let the co-driver drive the car out of the special stages. It seems to me to remember that Andreas Mikkelsen did something similar when he start his carreer.
Does someone have some sure information or can tell me where to search? How does in your country work? Here in Italy you can not do something similar, but we have a great guy 16 years old very fast in some circuit rally and we would like to let him race in a real rally.

You can start in Estonian youth rally championship when you turn 14 in Estonia. First round just passed, next round will be in May (South Estonian Rally - Similar and close to rally Estonia). These are usually shorter rallies. Their total distance is around 50 km. If your are not Estonian, then you have to ask premisson from EAL (Estonian Autosport Union). You can also take part from rallisprint events: http://autosport.ee/rallyreg/public/series_file/Rspr_YJ_2012.pdf (Sorry, only Estonian text, use google translate). Also the age 14 is the limit.

You can also take part in Estonian Rally Championship since you are 16.

But first you have to aquire Estonian driving licence and competition licence. From age 16-18 you can own driving licence, but you have to drive together with more experienced licence owner (the one who has owned normal driving licence more than 2 years (not beginner any more). You have to collect some experience in youth rallies and rallisprints to gain full competitor licence.

The latest issue of Vauhdin Maailma magazine had an article that FIA has made a decision not to allow drivers use foreign licenses anymore. One has to proof to reside in a nation which license one is using. Article says that in go-kart racing (or what exactly you call it in English) it's more of a habit for young drivers to go race to countries which suits they need the best. Young Finnish drivers' competitions in Estonia has been a much-talked topic, so the article points out that this decision would make an end to that.

I can't find that FIA decision, but it should be somewhere...

There is no decision - it isn't a new rule!
The requirements are in Article 110 of the FIA International Sporting Code and have not changed since at least 2008 (the oldest copy that I have).
