Does anyone have an idea on when motorsport National competition rules are published, say for examlpe is there a time limit by which say NCRS for 2012 should have/be printed, any organisers out there care to shed light on this issue.

As far as I'm aware it is entirely up to each individual ASN (National Sporting Authority) to decide on their own national rules.
If the old rules say something equivalent to "valid from date until superseded" then you keep using the old rules until new rules are published and become valid.
If the old rules say something equivalent to "valid from date until new date" then you need new rules published by new date.
In the UK the 2011 MSA rules stated:
"These regulations become effective 1st January 2011. This publication supersedes previous editions."
so they did not have any time limit.
The MSA publish new rules annually, generally around the beginning of December for the next year.
The 2012 MSA rules say:
"These regulations become effective 1st January 2012. This publication supersedes previous editions."
and so the process goes on.
