This sounds like a nightmare for other than already proven KERS of McLaren or Ferrari teams, especially the rookie Cosworth teams?

Are the teams using KERS now? I thought they had all agreed not to ? I may be wrong :)
If there is a 2010 Renault, that will be the only other 2009 KERS design that worked well, in CERTAIN 2009 races.

So does this mean 4wd?
Why was it outlawed in the first place?
It's silly now this will increase budgets even more.

Poor language, I think, meaning KERS driven by rear and front wheels, as there cannot be a drive shaft to the front wheels.
The budget cap will be THE trick, in 2010 -- an obvious advantage to already proven designs or NOT? if someone comes up with a diffuser-type advantage not relevant to money?

Only in post-2008 F1 would rules change so much EACH year; enabling rookie teams? -- about best designer for first time in decades!
Small budget teams are given advantage to spend less on overhead and more on design innovation. Obviously, 7 wins by a rookie team is not likely to happen again, or NOT?
Expanding "Already Proven" KERS design is a clear advantage, at certain tracks.

Given 2010 testing, will rookie teams, with revolutionary KERS design have enough advantage, before the 300km/hr top speed limit?
2010 could be painful or not but much less MONEY effect designs. Sure hope that first race will be about new designs, not SAD rule interpretation.
2010 rules clearly limit design innovation very little?

This article you are referring to was put out in May. the FIA has since removed the "budgeted capped benefits" and had released a new set of regs in August (though the PDF file is labeled July 24th :p )

F1's governing body late on Wednesday published the sporting and technical regulations for the 2010 season.
The headline amendments are the removal of the highly contentious budget cap and two-tier elements, but it was also confirmed that Bernie Ecclestone has once again failed to have his 'medals' scoring system implemented.
'Q3' qualifying, meanwhile, will be contested with low-fuel, with the FIA confirming that refuelling "during a race is forbidden".
A mooted increase in testing for 2010 has not materialised, with only eight straight-line tests and limited running on "promotional" tyres excluded from the strict in-season testing ban.
Additionally, wind tunnel testing is limited to 60 per cent (or smaller) scale models, and tunnel speeds capped at 50 metres per second.
Tyre-warming blankets, however, have survived, and the eight-engines-per driver regulation remains in force despite speculation of a move to five engines.
Also remaining the same is the one-gearbox-per-four-races rule, but the car-plus-driver limit has increased to 620kg, with KERS to remain officially legal in 2010 despite the FOTA agreement to not use the energy-recovery systems.

Too good to be true, is the lesson learned and that MONEY is even more relevant from 2010 and rookie teams? not the brightest light, even less bright if they are racing to win any time soon. I guess, that is F1: about exposure not winning. Long live 2nd tier exposure, until rookies can afford services of Andrew Newey or similar design wizard.

On trying to read the double-negative writing style of my previous posted quote, it is clear that the same old F1 style regulations continue -- strong attack the weak, for even less chance for any but most wealthy teams.
Clearly, like DTM, F1 as it was in the 50s, is about corporate business deals trying to sell F1 as a NON-tier series -- UN-like most motorsport organizations.
Unless FIA makes another "diffuser" decision that was a benefit ONLY to BrawnGP, 2010 will return to normal McLaren vs. Ferrari or Red Bull and distant finishes by non-KERS much weaker teams -- or a miracle technology will enable actual race wins by other than 3 2009 race winning teams -- so sadly predictable.
