There are big problems with sand in Cancun. The last hurricane (Wilma i think) washed away all of the beaches. Machinery had to be brought in to restore the sand to all of the beaches along hotel strip. Very costly. I don't know how they would have stolen it however its hard to hide a loader and a dump truck.

Police are believed to be looking for average sized Yanks who are walking very strangely in shorts. ;)
That would scoop up a fair bit I imagine. :p :

They did have a problem up the coast from me. You aren't allowed to extract sand between the high and low water marks (all around the coast this land is owned by the crown and cannot be touched).
However they could take sand from just past the high water mark, and every high tide more sand would be washed into the pit they left behind. It was getting Druridge Bay was disappearing and the council put a stop to it.
