It looks like they made it in order for the casual fans to understand something about it.
I agree it is not well explained from a technical POV.

Dont speak Italian so I didnt understand a word of it, but I didnt need to as I've read quite a bit on this from Autosport. Those holes at the front of the diffuser that the first animation shows is where the problems of legality comes in, not the hight of the diffuser. Apparently the dispute is over whether they are considered enclosed holes between the reference plane and the step plane (tacking the two as being one whole piece) or as a slot between the two planes (meaning the planes are sperate parts). So far the stewards have gone with the latter interpretation.
