Long story short: The plan is to limit the over the wall crew to 5 men so teams could either change tires or take fuel.

Just make the driver do it all - save on all those niggling manpower costs. And limit the amout of fuel they have for each race meeting, like they limit tyres. Make all engines two litre, and insist the truck has to make its own way to the track and home again afterwards.
Just like the old days.

Drivers will be racing on wore-out tires because they needed fuel & tires but could only get one or the other ...

Of couse they'll pit twice if everyone else has to pit twice. Plus, I think there may be a loophole in this rule. If I have 1 jackman, 1 gas man, 1 catch can man, 1 tire carrier, and 1 tire changer; I may be able to change two tires in the amount of time it takes to refuel.

Just what I was going to say. Howerver, there'll always be some who push the envelope that bit harder. And we all know what fun it is when a tyre blows out at well over 100mph.

I believe the Truck Series used to have a rule that only two tires could be changed in a stop under yellow. I miss that rule.

Now, they're talking about running around on 'used up' tires at tracks like Daytona, Talladega, Michigan, California, Atlanta, Texas...I think it's nuts.

Well I think the Goodyears that are going on the Trucks now are holding up and NOT giving up much during a long run the way they used to. I think this is why NASCAR figures they can make this sort of change to reduce costs. The teams at some point have to decide how much they want to gamble, and since the rules are the same for everyone, it remains to be seen how dumb this is or not.

I personally think it is a kneejerk reaction to cut down on crew members BUT if a team changes tires fast before coming in that second time for fuel, they will be likely further ahead. It will make for some interesting calls but there were a lot of races last year where one tire change was all the trucks were taking. Staying out on really worn tires means the lap times will drop off long before they blow, and even new tires don't last if you hit debris so I think it is all just a big crap shoot anyhow...
