A 10% change shouldn't be that much of a problem.
For a brief moment, I thought I had clicked on the Indy Car forum.

It's a bit of a misleading title. "Switching to ethanol" infers a move to 100% ethanol.
Increasing the blend is, ok a change, but not drastic.
My question is.... does this mean ALMS has a different fuel spec to the ACO regs for Lemans? Or was it always different?

Yeah, it's more like 'ALMS Series switches to E10'.
