I can't believe there isn't more comment on this.
Gilliland is either incredibly stupid or a criminal. In either case, NASCAR needs to prevent him from competing indefinitly or, at least, for the balance of the season and require him apply for reinstatement before they allow him to race again next year.
Yes, there are mitigating factors; but there is no excuse for intentionally wrecking anyone at those speeds. Oh yes, he said he didn't mean to wreck him; but at those speeds, once contact is made, all bets are off.
