Seems to me that the Police are part time stewards. Any kind of racing on track results in a penalty.
Maybe the next rule change would be indicators? Brake lights too is good. And maybe lights to flash a driver out the way?

From what I hear, Ferrari have been trialling a system using traffic lights already and have had some minor... er... success... um... well they've tested it in safe... (dig up Rollo, dig up!)... mini aliens invaded the Ferrari pits :D
