Yes, unfortunately, that was the case. It could be said that we've now gone too far the other way - and there isn't enough mileage anymore.

Mileage can (and probably will) increase next year, up to 400 km's of stages. Not much but it's reversal of the trend.

Besides, it's interesting to note that average stage lengths has gone up from 16,5 to 18,0 kilometers between 1986 and 2008 (http://www.juwra.com/statistics_timeseries_stages.html). So, currently we have fewer but longer stages than previously.
