You can add someone to your ignore list by clicking the link on the top right of their profile.

(although I haven't actually tried it)

You can also go to something in UserCP and write in their user name :)

Well, I finally had enough of a member on the F1 forum a couple of weeks ago and must say that I wished I used the function years ago :D
