Basic Information on F1 2009 required

I'm trying in vain to understand what differences there will be next year, and what the consequences will be in F1.
I always see that there will be 'major changes' and 'possible new contenders' due to the changes.
So can someone just tell me (in simple form!) what the differences are, and what this actually means for F1.

PS: it appears that it's somewhat out of date, eg it still states tyre warmers will be banned. If I had more time I'd do some editing...
