Hard shoulder running to be extended

Well it comes under the category of 'better than nothing' but it does seem like a lot of proper widening schemes are being scrapped in favour of hard shoulder running instead.

...and when an accident happens or if someone really does need to stop on the hard shoulder....it's all a waste of time (and quite possibly dangerous)? :s
