Cuba's ailing leader, Fidel Castro has announced he will not return to the presidency in a letter published by official Communist Party paper, Granma.

So who takes the job, his brother?
If not who then?

Raul will assume the Title(and that is all it is...a title) of President.
Nothing will change for now.

Even if he's actually stepping down, and Raul Castro is getting full powers, where's the difference? The Cuban people still aren't free
