Seems there is a big difference between Ford and Renault in the number of Rally5 cars vs Rally4 cars produced.
Ford has aprox 10 rally5 of ca 150 produced cars.
Renault aprox 140 Rally5 of ca 160 produced cars, mainly due to many cups.
Is the Clio that much better, so that the fiesta is outpaced
Was the Fiesta upgraded when it was renamed from R1 to Rally5 or is it still 150 hp?

It has nothing to do with the old R1. I think it's about on the level of the Clio, but it's a bit behind.
Like you say, the Clio is used in a lot of cups. It's good publicity for the car as a lot of quick guys drive the car. Also, a lot of cars are for rent as big teams have several cars to rent for cups.

Then M-Sport Is not doing a very good job of marketing it.
https://www.m-sport.co.uk/fiesta-rally5
It is a mix btw R1 and Rally5.
What is upgraded from the R1?
Is the Rally5 program also managed from Poland, so they do Rally5 to Rally3?

If you offer Rally4 you might as well offer Rally5 if the customer wants to pay, but there's more original parts in Rally5 so less value added for profit opportunity I guess. Presumably Renault Sport are Renault whereas M-Sport are not Ford. Then you can also ask of who really wants them and what for. Just a guess but besides, I think M-Sport Poland would prefer to strike Rally3 market at the mo without competition.
I think they just produced the promo material before the Rally5 name came along and CBA updating it. They're even still flogging Fiesta WRC and not Rally1.

M-Sport can not do all at once. They must prioritize something over something else. The same goes for Renault. You can see that while Renault is not busy with Rally 1 and 2 they still have the same disballance just in favor of Rally5.
Also the more advanced the cars are the more money you can make out of them hence why priorities shall naturally lean towards the more expensive cars.Stupid is as stupid does. Forrest Gump

roughly translated from italian media:
In practice this would be an opening to national homologations, to give an international balance to the technical rules and allow these cars to be used on all race courses, within their own country and outside. The vehicles concerned are two-wheel drives with a performance ratio of 6 kg/hp (about 180 horsepower and 1080 kilograms); a table with flange and weight specifications for balancing performance will be applied to these. This will allow brands, branches and tuners a homologation process with their own federation of reference, whose homologation will be automatically included among the FIA homologations at world level. Advocating the cause was the Spanish federation, which proposed the rally5-kit project at last year's Catalunya, and taking it forward was the Galicia R-Technology structure, which has set up and run a Suzuki Swift Rally 5port in the Spanish championship with national homologation this season. Technical details on the regulations should be made public shortly
